Lol. Well my router doesn't have settings. I can't access it or anything. Its just a box basically. But I'm looking more for a program that will do this. The way I have my network set up is I have my main cable go to the main router which you cant configure or anything. Then it goes to my computer, games, etc. Then theres another cable that runs to a different router. A dlink wireless router which I can configure but doubt it will help anything sense its not connected to anything other than the main router and the laptop.

I use uTorrent, and it has both UPLOAD and DOWNLOAD bandwidth limits.  It can be set in the configuration.

Also, if you have a Router that supports QoS, and whatever port you are on, put that in, so you get priority.

Well, IF that would happen here?  I tell them to get off, because I need the bandwidth.  Though, I am the bill payer, so I can tell them to quit.  You, on the other hand, are the child, so just try telling your mom you need more bandwidth, and they're hogging it up.  That won't fly...  IF my kid messed with my settings, or told me I am hogging bandwidth?  I would tell them to go pound salt, I pay for it, so I use it how I want...  If you want fast, I tell them, go buy your own.

Plus I have 8Mbps downstream, and don't worry too much about it.  I use QoS.  The VOiP phone (AT Call Vantage), and my network cable to my room are the only two configured for it, with priority.  Their bandwidth is already limited when I am on line.

You won't be able to CAP their bandwidth without the proper hardware...  I use QoS, so that if my bandwidth starts to drop because of what someone else is doing, the ROUTER will adjust so that my quota stays where it is supposed to be, automatically reducing throughput on the other ports.  The best you can do is to use QoS and give your port priority.
