I want to find a program to Rip all the Audio from the PS2 game Scarface to make it MP3 then make ringtones & PS3 theme sounds - what program can i get that will do that for me?

There are either FILES or they are part of a file. You need a file dump, not an ISO.
Some Xbox and Xbox360 games use simple WAV, WMVs, and 360 has MP3 files.
Extracting sounds from the game? You will have to find software that does it, and you still need a raw file dump, and not an ISO.

or plug the ps2's audio cables to the audio in on your pc and start recording ![]()

I've been able to extracted music files from various PS3 Games, in .mp3 format, but I failed to play them on my PC.
I've never tried PS2 games, but there is a possibility that it won't work.

PS2 games will work. I was trying to make a Resident Evil theme for my PSP and was looking for something I could use for the scroll sounds. The program I used (dont remember btw) showed a list of all the sounds/music in a game. It was a pain because it included EVERY different sound in the game so I was literally scrolling through hundreds of sounds.

Depending on what exactly your application use is for try searching google for:
MFAudio 1.1 = This tool allows you to play, convert, and downsample audio files that use some of the more common formats among PS2 games. It can be used to reduce the size of music in DVD rips, replace the music with something else you prefer, or simply play the music from your favorite games.
PSS Plex = This tool allows you to demultiplex (split) a PSS movie file into it's component MPEG2 Video and WAV Audio streams, and multiplex (join) an MPEG2 Video and WAV Audio stream into a PSS movie file. The author wrote this tool with DVD ripping in mind. PSS Plex comes with a tutorial to teach you how you can use it to downsample PSS movie files in order to retain them. The tutorial includes Zone of the Enders, Extermination, Warriors of Might & Magic, Army Men: Sarge's Heroes 2, and X-Winter Games examples.
I've not tried MFAudio but i've used PSS Plex before on a mortal kombat ps2 game and got an adema music video from it.
