It is possible to use dial up at ps3.
All ya need is to use the pc’s fax modem to dial up, and bridge the connection through ethernet.

It definitly works, though its fuking useless.
Who would like to download something from psn through dial-up?
Most of those things are OVER 9000 mb, it would take months to dl anything, with a high probablity of connection timing out, o other dial-up problems.
